Law Enforcement Arrested for Trading in Child Rape
The following summary of 103 law enforcement officers (LEOs) arrested for trading in child rape updates earlier research. In November 2014, I profiled seventy local and state police officers arrested on child pornography related charges — Police Trading in Child Rape & Torture. My research was out of date almost as soon as I hit publish. A year later I posted When Law Enforcement is the Perpetrator reviewing one month, November 2015, when more than two LEOs per week were in the news for trafficking in child sex abuse. This research is not comprehensive but rather a small sample of LEOs arrested and does not include federal law enforcement. Without institutional support, conducting a complete study of all local, state and federal law enforcement has not been possible.
As for the weak argument someone always seems to make, “there is a certain number of pedophiles in the population and the number within law enforcement is perfectly normal” — let me respond. No pedophile should ever wear a badge, carry a gun and swear an oath to serve and protect. Not one person trading in child rape should ever be employed in law enforcement. Ever. Period. If we cannot keep pedophiles out of law enforcement, what kind of country have we become? If law enforcement cannot keep child rapists out of their ranks — what kind of “protection” are we paying for with our tax money?
Imagine, as you read these arrests, you are a parent reporting to police your child has been raped, or is missing or trafficked. How do you think the police here might have handled your complaint? How well do you think your children are being protected? These are real children being raped and tortured in the videos and images. American children. Every time an image/video is shared that child is trafficked again. Far too many police are involved in the trafficking.

Local and State Law Enforcement
Michael Harding, a Port St. Lucie and Fort Pierce Officer in Florida, was
arrested, 22 September 2015, on child pornography charges. He pleaded guilty, 22 February 2016, and was sentenced, 23 May 2016, to life in prison. Harding was caught in a Kik chatroom called #toddlerfuck. He was trading in child rape while on duty and possessed hundreds of videos/images of child rape and torture.
Harding also raped his two stepdaughters, age 5 and 9, and produced child pornography of that abuse. He also “attempted to set times to swap his stepdaughter for another pedophile’s child.”
In 2011, Harding had been named Officer of the Year. Harding is a registered sex offender.
William Allan Jacobs, 50 year old retired Police Chief of Minneapolis Park
Minnesota, was arrested, 2010, on child pornography and child sex abuse charges and pleaded guilty, March 2012. He was sentenced, April 2012, to 18 years in jail.
After “five decades of unfettered access to children,” Jacobs was finally caught when a young boy reported being sexually abused over a three year period. Seventeen other men came forward claiming sexual abuse by Jacobs between 1962 and 1980 when he was a police officer and a camp counselor. There may be up to 20 to 30 other victims. Jacobs admitted he had been molesting boys since he was 19 years old. The local paper headlined “William Jacobs: The Minneapolis pedophile no one stopped.” Upon his arrest, investigators found some 150,000 child rape images/videos in Jacobs’ home.
Miguel Angel Martinez, a sergeant with Detroit Police Department (DPD),
was arrested, 22 February 2017, and charged with child pornography possession, distribution and receipt. Martinez was trading in pre-teen hard core (PTHC) which is the brutal rape and torture of very small children. He was caught by an undercover cop in Reno, Nevada Sheriff’s Office.
The Detroit Free Press reports Martinez has been suspended with pay pending trial.
Jonathan Gamson, a 53 year old Sergeant with Tampa Police Department
(TPD) in Florida, was arrested, 25 October 2010, on child pornography charges. He pleaded guilty, 4 February 2013, to one count of child porn possession in exchange for three other counts to be dropped and was sentenced, 8 May 2013, to four years and nine months in jail followed by 10 years of supervised release. Gamson possessed at least one image/video of a baby being raped and images/videos that showed a “little girl was bound and blindfolded and then photographed while someone sexually assaulted her.” The “little girl who was “hung by her wrists from the ceiling.” Investigators said the images, dating to 2006, are “sadistic” and “horrific.”
Gamson was involved with TPD’s Sexual Predator Identification and Notification Program and, in 1999, was lead officer in an application to the Herman Goldstein Award. Tampa Police Department allowed Gamson to continue working, while he was free on bond, from October 2010 until 20 May 2011, when he retired with his filed marked “Retired: Not involving misconduct” enabling him to receive his $6,253 per month government retirement. Gamson was in law enforcement for 25 years.
Robert Geist, a 44 year old Police Chief of Brecknock Township,
Pennsylvania, was arrested, December 2013, on multiple child pornography charges. In January 2014 Geist waived his right to a hearing in exchange for the dropping of many charges. On 8 April 2014, Geis pleaded guilty to three child pornography charges and remained free on bail until his sentencing, 25 September 2014, when he received five years probation and 100 hours of community service. Geist was the “number one possessor and distributor of child porn” in Pennsylvania. He was caught sending child sex abuse images and videos to an undercover investigator including a file called “6Yo babyj — Bedtime rape.” When investigators arrived at his father’s home, where Geist was living, Geist was already destroying his hard drive; however, investigators were able to recover files.
Kevin Wayne Dunn, a 42 year old Sergeant with Murfreesboro Police Department’s Special Weapons and Tactics unit in Tennessee, was arrested,
23 November 2015, and charged on five counts of aggravated sexual exploitation of a minor related to child pornography. Dunn was indicted by a grand jury, April 2016, and sentenced, 29 November 2016, to 18 years in jail. He had been in custody since his arrest and received one year time served credit. Dunn was caught by an undercover police officer, trading in child rape on a Craig’s List forum. Murfreesboro PD immediately terminated Dunn upon his arrest. Dunn is a registered sex offender.
Richard Woodhead, a 54 year old sergeant and former police department’s court prosecutor with Attleboro Police Department in Massachusetts, was arrested, 6 April 2017, and charged with possession of child pornography possession and attempted receipt as well as attempting to entice a minor.
Investigators found a secret compartment in Woodhead’s bedroom closet where he hid images/videos of child rape. As of 12 April 2017, Woodhead was under house arrest on a $10,000 unsecured bond pending his next court date. His case is currently sealed. Woodhead has been a police officer for 32 years.
David Hubbard, a retired State Trooper of 30 years with Iowa State Police,
agreed to a plea deal for sexual exploitation of a minor related to child porn charges. He pleaded guilty to one count of sexual exploitation minor and was convicted, 23 February 2016, and sentenced to a suspended two year prison sentence and given probation. Hubbard is a registered sex offender.
Dennis Craig Bell, a 55 year old US Capitol Police Sergeant, was arrested for
child porn possession and distribution. He pleaded guilty, August 2010, and was sentenced, 21 October 2010, to five years in jail. Bell had downloaded “hundreds of images” of child sex abuse, including of children under 12 years old, on his work and home computers. He had been an officer with the US Capitol Police for 27 years. He is a registered sex offender.
Chad Howell, a 36 year old Officer with West Manchester Township Police
Department in Pennsylvania, was arrested, 23 February 2017, on 50 child pornography charges. Howell used his badge number and real name when trading in child rape including children as young as eight years old. He had uploaded child pornography to a pubic social media site, Pinterest. Investigators received 14 cyber-tips from the National Center for Missing and Exploited Children (NCMEC) about Howell’s on-line activity, dating back to 2013. It is not clear why it took four years to make the arrest. Howell has been placed on unpaid leave. He is free on $25,000 bond pending his next court date of 24 April 2017.
Andrew Demers, a 73 year old retired Maine State Police Chief, was
arrested and charged, 17 March 2014, with child sex abuse of his four year old granddaughter. He was sentenced, November 2014, in a plea deal, to five years in jail one of which was suspended followed by three years of supervised release. Demers served 26 years with the Maine State Police and was chief from 1987 to 1993. In 2003, Demers, the most decorated officer in state police history, was named a “Legendary Trooper.” Maine State Police told Michael Doyle, of Falmouth Today, probable cause had been met to ask for/obtain a search warrant to determine if Demers produced child pornography of his granddaughter and/or traded in rape of other children.
David Bourque, 51 year old Police Captain of Granby, Connecticut’s Police
Department, was arrested, 26 April 2011, on child pornography charges. He pleaded guilty, 21 July 2011, and was sentenced, 10 February 2012, to ten years in jail followed by ten years of supervised release. He must register as a sex offender.
Upon his arrest, Bourque had more than 328,528 images and 4,000 videos on his police computer including “sadistic and violent acts” against infants and toddlers. His “collection” was organized into more than 300 sub-folders named “photos — babies — men” and “6–10yo boys pics.” Prosecutors said the images were “extremely disturbing; some are especially horrific” including a toddler being anally raped and an infant “performing oral sex on an adult male.” Bourque showed “callous disregard” for the children being abused telling people to “enjoy” themselves and “have fun.” Bourque also “used his role as a police officer to help” other pedophiles avoid detection.
Bourque claimed, on his resume, he had volunteered for several organizations that provide support to terminally ill children and children with special needs; Hole In the Wall Gang Camp, Special Olympics and Alex’s Lemonade Stand. However, the organizations claim there is no record of Bourque volunteering.
Granby Police Department allowed Bourque to resign and paid him $30,000 for vacation time and sick days. He was a decorated officer with more than 31 years in law enforcement.
Brian Fanelli, 54 year old Police Chief of Mount Pleasant, New York, was
arrested, 23 January 2014, on child pornography charges. He pleaded guilty, July 2016, was sentenced, 6 January 2016, to 1.5 years in jail followed by 5 years of supervised release. Fanelli was under house arrest pending sentencing. He was trading in pre-teen hard core (PTHC) which is the brutal torture of young children, including children as young as seven years old. The Homeland Special Agent leading the
investigation said “The general public impression of people who commit these crimes is [that of] an unemployed pervert in his mother’s basement… That’s not our experience. We’re finding that the people who commit these crimes are educated professionals, people in many different fields, and unfortunately this is not the first law enforcement officer that we’ve arrested for this crime.” Fanelli was suspended with pay and allowed to retire on 10 April 2014. He continues to receive his state retirement pay of $55,831 per year. Fanelli must register as a sex offender upon his release.
David Abbott, a 39 year old Detective with Northern Virginia/DC Internet
Crimes Against Children (ICAC) Taskforce, was due to be arrested, 15 December 2015, on Indecent Liberties with a Minor and Use of a Communications Device to Solicit a Minor charges. Upon arrest, Abbot refused to surrender and committed suicide during the attempted arrest. Abbott was a volunteer youth hockey coach and sought sex with an 11 year old boy on the team via phone, text, social media and email. Abbott had also attempted to groom another 13 year old boy. Abbott had been given, in 2013, The Hillary Robinette Award for integrity in investigative work.
Marc Washington, a 32-year-old Washington DC Metro Police Department (MPD) Officer, was charged, December 2013, with child pornography
production but, apparently, committed suicide before facing justice. While on duty he visited the home of a teenage girl who had previously been reported as missing. He ordered her to get naked and took pictures. The girl later told her mother who called 911. Washington who was arrested within hours by DC police. He had images of other children on his camera and thousands of images of women who had been victims of domestic violence.
Brent Vanderhaar, a 52 year old retired detective who was in charge of the
Special Crimes unit from Saginaw Police Department in Michigan, was arrested, 17 November 2017, and charged with eight felony counts related to child pornography. In a deal, Vanderhaar, pleaded, 24 February 2017, to possession of child sexually abusive material and using a computer to do crime in exchange for six other charges being dropped. He was sentenced, 6 March 2017, to five years of probation and one year in jail with credit of the 400 days time served since his arrest. Vanderhaar was caught when three digital media cards were found outside a convenience store containing images/videos of child rape and the store clerk alerted police. He had over 100,000 images of himself and two children. He had set up a hidden camera to record his two stepdaughters. “A piece of Velcro remains in the children’s bathroom where one of the cameras had been positioned to capture some of those photos.” The mother of the two children said in court, “I looked at that Velcro and wondered how I didn’t notice. My youngest did and she had asked you about it… You made up some completely believable story and why shouldn’t she believe it, why shouldn’t she trust you.” Vanderhaar is a registered sex offender.
William “Bud” Walker, a 51 year old, Fairfax, Virginia Police Department Spokesman and former school resource officer at South County High School in Lorton Virginia, was arrested, 15 April 2015, and charged with ten counts of child pornography possession. He was sentenced, August 2016, to six months in jail with two years probation. Walker was caught when The
National Center for Missing and Exploited Children received a tip from Tumblr that child pornography had been uploaded. This social media upload was traced to Walker. Fairfax PD placed Walker on administrative leave with pay and he, later, resigned his position. Walker was free on $15,000 bond pending his sentencing. He is a registered sex offender.
Carlos Alberto Martinez, a Sergeant with Monroe Police Department in
Washington State, was charged, 26 June 2013, with voyeurism, child pornography and multiple counts of child molestation and child rape. He was convicted, 10 November 2015, on two charges. Although he was sentenced, January 2016, to 14 months in prison he is still free on a $50,000 bond while his appeal is pending. Martinez violated the terms of release, September 2016, and spent 26 days in jail. Matinez had been “secretly videotaping a teenage babysitter” when she showered and been sexually abusing the girl for years. He met the child when she was ten-years-old and in his elementary school drug-abuse resistance class. Martinez was with the Monroe Police Department for 20 years and was also appointed to the local school board. Martinez filed his appeal 20 January 2017.
Kyle Adam Kirby, a 35 year old Sergeant (and former school resource officer in Columbia, Florida) with Live Oak Police in Florida, was arrested, 28 October 2015, on child pornography possession charges. He was indicted,
March 2016, on production, attempted production and possession of child porn. Kirby is currently being held in custody pending trial with no future court date yet been set.
Kirby was trading, in child pornography, including, at times from from his police patrol car. Upon arrest, he had in his possession a known series called Baby J. He also searched for “10Yo Girl PTCH Alicia,” “My 10Yo Daughter,” “PTHC 5Yo.” Pre-teen hard core (PTHC) is the brutal rape and torture of small children. Kirby had asked another police officer to destroy the evidence of his crimes. Live Oaks Police Department terminated Kirby upon news of his arrest.
Richard Tucker, a 47 year old Police Officer with the Phoenix, Arizona Police Department, was arrested and charged, 6 November 2015, with eight counts of sexual exploitation of a minor. The trial date is set for 6 June 2017.
Tucker has been producing child pornography of a three year old child. When interviewed, the child said she “feared the suspect would take her from school and hurt her.” He also had, in his possession, a police notebook where he described women he met while on duty. “Instead of really focusing more on his job, he is noticing they have nice breasts.” The child sex abuse images where discovered after Tucker was arrested for domestic assault when he attempted to strangle his wife. Tucker’s bond was set at $250,000. He has been held in custody pending trial.
Joe Cummings a 37 year old Sheriff’s Deputy in Denton County, Texas, was sentenced, 4 November 2015, to 12.5 years for more than 500 hundred
images/videos of child rape and torture. He was trading in “prepubescent minors and sadistic and masochistic abuse” otherwise known as PTHC, pree-teen hard core. Cummings was a police officer for 18 years. He was caught when he posted child rape on a public Twitter account.
Paul Bradley Meagher, a 43 year old University of North Dakota campus
police officer, was arrested, 4 November 2015, on ten felony child porn counts. All ten state charges were dropped in lieu of Meagher pleading guilty to three federal child pornography charges. On 6 February 2017, Meagher was sentenced to 10 years in prison followed by ten years of supervised release. At the time of his arrest Meagher had more than 100,000 images/videos of children being raped and torture including the rape of a four year old child. Meagher worked at the Grand Forks Juvenile Detention Center before his university employment.
Dustin O’Dell, a 32 year old Officer with of Conway Police Department in Arkansas, was arrested, 2 November 2015, on four child pornography charges. O’Dell’s case was, again, continued in January 2017. He has been
free since his arrest on $5,000 bond. O’Dell was caught by a computer repair technician who alerted police. He had folders, in his computer, titled “Young,” “Beast” and “Asian” along with images of the sexual abuse of children. Conway PD allowed O’Dell to resign upon his arrest.
Gilberto Valle, a 30 year old Officer with New York Police Department (NYPD), was arrested, October 2012 and convicted, March 2013, of
conspiracy to kidnap and illegal access of a federal government database. Judge Paul Gardephe overturned the 2013, conviction, in 2014, and gave Valle a misdemeanor charge with one year supervised release and released him from jail on time-served, twenty-one months. Valle’s on-line name was Girlmeat Hunter. He engaged in arrangements with a man who offered his 3 year old stepdaughter as a sex slave and his two nieces, age 7 and 9, for rape. Valle also discussed plans to murder his wife, saying he would tie up her feet, slit her throat and watch the blood rush from her body. Valle’s wife installed spyware on their home computer and discovered his on-line activity. She gave the computer to the FBI and fled the state with their one-year-old baby. Valle’s computer was “loaded with crime-scene pictures of dead and mutilated women, twisted images of women being tortured and sexually assaulted.” Valle illegally accessed the encrypted National Crime Information Database to research kidnapping targets. He had over 100 potential victims including names, photos, birth dates and bra sizes. Valle claimed, in chat sessions, that he was “drafting and revising an operation plan to abduct and cook an identified woman.” He had a file called “Abducting and Cooking: A Blueprint” and had downloaded chloroform recipes to subdue his victims. In one chat Valle said “I am aspiring to be a professional kidnapper.” A “client” asked Valle to kidnap and deliver a woman to be raped and murdered. Valle agreed to do so for $5,000 and said, “Just so that you know, she may be knocked out when I get her to you. I don’t know how long the solvent I am using will last but I have to knock her out to get her out of her apartment safely.” When the “client” tried to lower the price Valle said “I really need the money.” The “client” wrote “Just make sure she doesn’t die before I get her.” NYPD terminated Valle’s employment upon his arrest; however Valle told reporters, in 2016, that he wants his NYPD job back because he misses being a cop “every day.”
Christopher Kent Bowersox, a 38 year old Bakersfield, California police
officer, was arrested, 12 February 2010, on child pornography charges. He pleaded guilty to one count of child porn possession, 19 February 2013, was convicted, 7 August 2013, and sentenced to four years in jail followed by nearly ten years of supervised release. Bowersox had been in federal custody since his 12 February 2010, arrest. Upon his release, January 2014, he almost immediately violated his parole by using on-line adult porn. He was then sentenced to an additional three months in jail. Bowersox was caught by federal investigators discussing raping, mutilating and killing young boys in pedophile internet chat rooms. In one chat another pedophile wrote, “Every time I talk someone into rape, I always get a bit sad when they’re not into this.” Bowersox responded, “Oh, I’m … into it, big time.” In another chat, Bowersox discussed how to locate a child to rape, torture and kill for child porn snuff production: “I know it can’t happen here, it’s got to be somewhere else with a bought kid or something. We’d definitely get caught if we did it here.” Bowersox replied, “Cambodia … Thailand … Mexico … deep deep Mexico.” Images of local high school boys were found on Bowersox’s computer. Upon his arrest, the Bakersfield PD allowed him to resign. Bowersox is a registered sex offender.
John Casey, a 47 year old Police Officer with Greece, New York’s Police
Department and retired military, was arrested, 17 September 2014, and plead guilty, 27 March 2015, to one felony count of child porn possession. Casey was sentenced, 1 June 2015, to 2 years in federal prison and 10 years probation and must register as a sex offender. He was trading in the rape and torture of children that included infants.
Benjamin Farson, a 29 year old Sheriff’s Deputy with Indiana’s Marion
County Sheriff Department, was arrested, 27 September 2012, on seven counts of felony possession and distribution of child pornography. He was trading in the rape of toddlers.
In a deal, Farson pleaded guilty to three counts of child pornography possession in exchange and was sentenced, 12 August 2015, to to 76 days in jail and 427 days home arrest per count to be served concurrently for a total about 6 months in jail and 3.5 years home arrest. The sheriff’s office terminated Farson upon his arrest. Farson was free on bail pending trial and is a registered sex offender.
Steven Webb, a 42 year old Officer with the Kannapolis Police Department
in North Carolina, and his wife Tracy Webb, were arrested, 22 July 2013, on multiple child pornography charges. In a deal, Steven Web pleaded guilty, December 2013, to one child pornography charge, in exchange for dismissal of the other charges, and Tracy Webb pleaded guilty to failing to notify authorities of her husband’s crimes. They were sentenced, 13 May 2014, to ten years in jail followed by 15 years of supervised release for Steven Webb and three years in jail followed by one year of supervised release for Tracy Webb. On 29 May 2013, Tracy Webb pleaded guilty to additional charge of indecent liberties related to the sex abuse she committed against a child. She received an additional 4.6 years of supervised release. The Webbs were sexually abusing children and producing and distributing videos/images of the abuse. Child sex abuse images/videos found on the Webbs’ home computers included children as young as three years old. The Webbs were caught when Kannapolis Police Chief received a tip from an anonymous source. Kannapolis Police Department terminated Webb upon his arrest.
Nelson Begay, 32 year old Albuquerque, New Mexico Police Officer, was
arrested, 13 November 2013, on child pornography charges and pleaded guilty, March 2014. He was sentenced, 9 September 2014, to seven and half years followed by 15 years of supervised release. Begay possessed videos of the rape of children as young as three years old. He said he tried to “quit viewing the videos several times, but failed” and that he started trading in child rape while in the military deployed to Korea in 2005. Albuquerque Police Department allowed him to resign.
David Wayne Land, 42 year old Deputy Sheriff in Harris County, Texas, was
arrested, 27 November 2012, and convicted of promotion and possession of child pornography. Land was sentenced, December 2013, to 15 years in prison. At the time of his arrest, he had more than 9,500 images and 62 videos of child sex abuse of children between the ages of 3 to 8 years old. A ten year old boy, who lived at Land’s home, was also being groomed for sex abuse. The child was rescued.
Richard Lee Lewis, a 50 year old Lieutenant with the Slaton, Texas Police
Department, was arrested and charged, 23 May 2011, on child pornography counts. He was sentenced, 22 December 2011, to nearly six years in jail followed
by ten years of supervised release. Homeland Security investigated Lewis and seized his home and work computers. Lewis admitted to trading in child rape including one image that “showed a man with a young girl in a diaper.” He was also trading in pre-teen hard core (PTHC) which is the brutal rape and torture of very small children. Slaton Police Department allowed Lewis to resign. Lewis is a registered sex offender.
Nick Moen, a 32 year old Deputy with Grand Isle County Sheriff’s Department in Vermont, was charged, 9 January 2014, with three felony counts of promote sexual recording/visual, i.e. child pornography. On 6 January 2015, in a plea agreement, he pleaded guilty to all three counts.
Moen was sentenced, 12 May 2015, to 3–12 years jail all of which were suspended except for 30 days and 3–12 years supervised release. Moen was trading in infant and toddler rape and other files including a nine year old girl giving her father “a Super Bj.”
He downloaded and distributed child sex abuse and told investigators he masturbated to the torture of the children. The Sheriff’s department terminated Moen in September 2013, saying Moen’s schedule “did not fit with the department’s needs.”
Moen has been decertified as a law enforcement and is a registered sex offender. The Vermont Department of Public Safety has refused to comply with the law and list addresses on their registry.
Roger Byg, a retired 73 year old former Maricopa County Sheriff’s
employee, who also served on the board, was arrested, March 2014, and charged with ten felony counts of child porn possession after investigators found “a large amount of images.” Investigators described the child sex abuse as “extremely disturbing” and included children as young as three years old. All charges were dropped in May 2014 due to Byg’s death.
Chukwuemeka Ekwonna, a 27 year old Washington DC Metro Police
Department (PD) Officer, was arrested, 6 April 2017, on armed robbery, firearm use, first, second, and third degree assault, third-degree sex offense, reckless endangerment and prostitution charges. Ekwonna engaged in child sex trafficking by paying $80 to a 15 year old girl who receives government assistance, for sex acts. After the sex he paid her and then turned a gun at her and demanded she return the money. Ekwonna meet the child on Tagged, a social media application. It is not clear if and/or why a search for child pornography was not obtained. Metro PD terminated Ekwonna on 7 April 2017. Ekwonna is being held without bail pending trial.
Kevin R. Duke, a 51 year old Reserve Deputy with East Baton Rouge Parish
Sheriff in Louisiana, was arrested, 7 May 2009, on child pornography charges. He was sentenced to five years probation.
Duke was trading in infant and toddler rape and pre-teen hard core (PTHC) which is the brutal rape and torture of small children. He was also pretending to be a 13 year old girl on-line. He was caught when another man came under police investigation for masturbating on-line to the fake 13 year old girl profile, who was in reality, Duke. Duke is a registered sex offender.
Jovanni Argueta, a 26 year old Deputy Sheriff with Los Angeles County, California, was arrested, 28 October 2015 on multiple child sex abuse charges. He pleaded guilty and was sentenced, 11 January 2017, to a
entirely suspended, three year jail sentence with only 180 days in jail followed by five years probation. Argueta used an on-line fantasy computer game to groom a 12 year old girl whom he sexually abused. Argueta must register as a sex offender. The Sheriff’s Department placed Argueta on paid leave upon news of his arrest.
John Spaulding, a 49 year old Sheriff’s Deputy with Hamilton County,
Tennessee, was arrested, 1 September 2016, on six counts of child sexual exploitation. He was indicted on all six counts, 31 August 2016. Spaulding had been charged, in 2010, with two counts of aggravated sexual battery of two juveniles but all charges were dropped. Spaulding was suspended without pay after his indictment. He is free on $10,000 bond pending sentencing.
Leland Benson, 67 year old Myrtle Creek, Oregon Police Chief, was arrested,
October 2013, on multiple child pornography charges and arraigned on ten counts and sentenced, December 2014, to 10 years in jail. Benson joined law enforcement in 1970 with California’s Coos Bay Police Department, where he worked for 25 years before retiring. He then re-joined law enforcement in Oregon.
Edward T. Farmer, a 55 year old of Rutherford County Tennessee Sheriff’s
Department, was arrested, February 2014, and indicted on eight child sexual abuse counts and one evidence tampering count. He pleaded guilty and was sentenced, January 2015, to six years of supervised probation. Farmer and his 28 year old girlfriend, Catrina McQuiston, raped two children over many months. Farmer was fired by Rutherford County Sheriff Department in 2005 for misuse of county property. At the time child pornography was suspected on his work computer but no charges were filed. Farmer is a retired Army Colonel with 32 years of military service and a father of three children. On 3 March 2015, his law license was revoked. He is a registered sex offender.
Michael Meissner, a 39 year old Police Chief of Little River Academy Texas,
was arrested, September 2009, on seven felony counts of child porn possession, aggravated promotion of prostitution, sexual performance by a child and engaging in organized criminal activity. Meissner was posing as a woman and luring boys to “sex parties” through fake social media accounts. He also solicited nude photos from boys. Many of his victims had arrest records and it appears he may have used police databases to target the children. Meissner had been under investigation in 2006 related to allegations of the sex abuse of a 15 year old boy. Charges were dropped even though Meissner had been found altering his hard drive. In 2009 investigators recovered some 5,000 text messages and emails and photos that documented child sex abuse by Meissner. He was originally held on $1.5 million dollar bail at the Dallas County Jail but after a week he was released and all charges were dropped. Within months the lead investigating agency’s Police Chief resigned and the lead investigative officer, John Hoskins, was on “medical leave.” Meissner then sued Officer Hoskins. According to a local lawyer’s blog, “neither the Dallas County District Attorney nor the Tarrant County District Attorney are going to prosecute this guy.” Meissner had worked in 18 police departments in the last 20 years and had been a Police Chief in four small cities. He has been arrested at least four times and all charges have always been dropped. Meissner changed his name to Max King and was arrested, May 2016, for robbing guests at a hotel in Dallas where he worked as a security guard.
Bradley Wax, a 54 year old sergeant with the New Orleans Police Department (NOPD), was arrested, 23 April 2014, on 38 counts of child pornography
possession. Upon his arrest, Wax was placed on on 120 day emergency suspension without pay and then allowed to return to work. As of 26 Mary 2015, Wax remained free on bail pending sentencing and an active officer with NOPD until 30 July 2015 when he was allowed to retire with his full retirement pay of $2,592 per month.
Brian McAlexander, a 54 year old Lieutenant with the Bedford, Virginia
Police Department, pleaded guilty, 23 August 2016, to one count of child pornography distribution and was sentenced to five years in jail. Five other charges were dropped in a plea deal. McAlexander resigned his position, 27 April 2015, after he came under investigation by the Southern Virginia Internet Crimes Against Children Task Force for suspected child porn use. He had been on the Bedford Police Department’s force for 25 years.
Alan C. Vigiard, a 46 year old Sergeant with the Adams Police Department in
Massachusetts who served as a child exploitation officer, was charged, October 2009, and pleaded guilty to 10 counts of child pornography. Vigiard was sentenced, 22 June 2011, to two years in jail, serving only one year, and five years supervised release. He was free pending sentencing. The Police Department allowed him to resign. On 1 November 2016, Vigiard was arrested for a second time on child pornography charges. He was held without bail pending sentencing and was sentenced, December 2016, to 10–12 years in jail. Vigiard was originally caught viewing child sexual abuse at work; spending, on average, one to six hours per shift viewing pornography, including child pornography, and was caught masturbating in the evidence room.
Todd Tripp, a 24 year old Deputy with the Ascension Parish Sheriff’s Office in Louisiana, was arrested for a second time, 8 October 2013, on 304 counts of child porn. On 26 March 2015, Tripp was arrested for the fourth time and charged with new child pornography possession charges involving a juvenile and computer-aided solicitation of a minor.
Tripp’s initial arrest was 10 September 2013. He was then arrested again on 8 October and 7 November 2013, for total charges of 306 counts of possession of child pornography, computer-aided solicitation of a minor, carnal knowledge of a juvenile and indecent behavior with a juvenile.
The Sheriff’s office terminated Todd on his first arrest. Tripp was out on $125,000 bail until his March arrest. On 30 March 2015, his bond was revoked and he was held in custody pending sentencing. His record is located on the Ascension Parish Sheriff’s site.
Kyle G. Smith, a 58 year old Deputy Director of Kansas’ Bureau of
Investigation and former assistant attorney general, was arrested, February 2014, on one count of child sexual exploitation and two counts of interfering with law enforcement. He pleaded guilty to one charge of child sexual exploitation and, as part of a deal, the other two charges were dropped. On 28 May 2014, Smith was sentenced to a fully suspended 2.6 year jail sentence and and 36 months supervised probation. Smith was caught when he emailed a photo of a “teenager crouched in a position exposing her breasts and genitalia” to his secretary who alerted authorities. The Kansas Supreme Court disbarred Smith in October 2014.
Alexander Sullivan, a 37 year old Deputy Sheriff in Charles County,
Maryland, was arrested and charged, 21 November 2016, on child pornography charges. Upon his arrest, he had more than 200 images and five videos of child rape his cell phone. Sullivan has been under house arrest pending his next court date. He was placed on unpaid leave upon his arrest.
Raymond Gonzales, a 50 year old Deputy Sheriff in Pueblo County
Colorado, was arrested, 4 November 2011, for sexual exploitation of a child and child pornography possession. He pleaded guilty, June 2012, and was sentenced to 18 months in prison. Gonzales was caught when he left, by mistake, a thumb drive with 7,000 images/videos of child sex abuse on his work computer. The Sheriff’s office terminated Gonzales upon his arrest.
James H. Scharfschwerdt, a 55 year old Officer with Vero Beach and
Indian River County Sheriff’s Deputy in Florida, was arrested, December 2010, and convicted, 11 December 2012, of sexual battery of children between the ages of 12 and 16. He was sentenced, 5 February 2013, to life in jail. Five men testified that Scharfschwerdt molested them, in the 1980s, when they were children. In 1988, accusations surfaced that Scharfschwerdt was sexually abusing children. He was suspended from the Police Department and a jury found him not guilty. Scharschwerdt moved to St. Augustine and was arrested, again in 2010, on new child sex abuse charges. He is a registered sex offender.
Robin Pagoria, a 45 year old Detention Deputy with Polk County, Florida,
was arrested, in May 2011, and charged with multiple counts of possession, production and promotion of child pornography. In 2013, she was sentenced to 20 years in jail. Pagoria had been producing child pornography of girls, as young as six years old, under her supervision whom she handcuffed naked to a homemade torture table and whipped with a leather “sex whip,” a cane and a “sex paddle.” The children sustained hemorrhaging and lacerations and were subject to abuse multiple times over months. She shared the videos, which she focused on the children’s genitals, with her on-line boyfriend, Christopher Lobban, and also on a
website called SpankFinders. In the videos the children are screaming and begging her to stop. Pagoria said she got sexual gratification from the abuse. She was a Marine, for 26 years, before joining the Sheriff’s office. Pagoria is a registered sex offender. On 6 January 2017, her boyfriend Christopher Lobban was booked into Polk County, Florida jail and held on $500,000 bond pending his next court date. Polk County Sheriff Grady Judd had Lobban extradited from Australia to face charges in Florida.
Christopher Thomas Davis, a 32 year old Sheriff’s Deputy with Georgia’s
White County Sheriff Department, was arrested, 25 August 2011, on child pornography charges and sentenced, 27 November 2012, to 15 years in prison followed by 15 years of supervised release. Davis was trading in child rape including producing child pornography of the abuse of a 7 year old girl. Investigators also found “several hundred additional images” of child sex abuse on his home computer and external hard drives.
Harry Parris, a 68 year old Deputy Sheriff in Fayette County Georgia, was
arrested, March 2013, and sentenced, November 2013, to five years in jail followed by 15 years of supervised release. Parris was trading in child rape on his work computer. The Sheriff’s Information Technology staff discovered Parris’ criminal activity. He is a registered sex offender.
Derek D. Walton, a 31 year old reserve Sheriff’s Deputy at the Franklin
County Sheriff’s Office in Indiana, was arrested, 19 August 2013, on child pornography
charges. He pleaded guilty and was sentenced, June 2014, to 16 years in prison. He had been sexually abusing children for child pornography production and distributing videos/images of the abuse from his work computer in the Franklin County Security Center.
Investigators found images of Walton sexually abusing children on his home electronics. Walton had worked for more than a decade in law enforcement in Indiana.
Wendel Palmer, a 46 year old Officer with Metro Police Department (MPD) in Washington DC, was arrested,
January 2013, and sentenced, July 2014, to 18 years in jail. Palmer used his position as a police officer to rape a 10 year old girl over a two year period. Palmer was also the Youth Choir Director of his church. The child sang in his choir. Another victim came forward and there may be other victims. Palmer, at times, raped the child while wearing his police uniform and service gun while in the church or his police car. MPD suspended Palmer without pay and terminated him after his conviction.
David Oldham, a 42 year old Sheriff’s Deputy in LaPorte County Indiana,
arrested, July 2011, and charged with eight counts of child pornography possession, child molestation and tampering with evidence. He was sentenced, May 2013, to just over two years in prison followed by three years of supervised release. Oldham’s wife contacted the Sheriff expressing concerns about Oldham’s relationship with a 12-year-old neighborhood boy. The Sheriff contacted Indiana State Police. Oldham was having the 12 year old boy spend nights with him, sleeping in the same bed, after riding in the patrol car when Oldham worked the midnight shift. Despite Oldham’s attempts to destroy his hard drive, investigators were able to recover more than 70 child sex abuse images/videos from Oldham’s home computer.
Paul Kistner, a 36 year old Sheriff’s Deputy in Washoe County Nevada, was
arrested, August 2008, and charged with five counts of child pornography possession. He pleaded guilty, September 2008, and received up to three years probation. Kistner’s wife installed spyware on their home computer and alerted the Sheriff’s office when child pornography was discovered. Kistner had been a Detention Officer for 12 years at the Washoe County Jail. Kistner was ordered to register as a sex offender.
Robert Farrill, 51 year old reserve Sheriff’s Deputy in Okmulgee County
Oklahoma, was arrested and charged, September 2013, with four felony counts of child porn distribution, one felony count of child pornography possession and two counts of child sex abuse. He was held without bail. In November 2013, more charges of child sex abuse were added related to a boy Farrill molested from 1999–2013. On 22 May 2014, Farrill was sentenced on two counts to two life-time jail terms, on ten counts to twenty years in jail per count and five years in jail for the final count. Farrill was caught trading in child rape with an undercover agent on the file sharing site Gnutella. Farrill had also worked in North Texas as school security guard and karate teacher. Investigators have identified six of the child victims that were seen in images on Farrill’s computers. He was a pro-pedophile activist and frequented on-line forums such as Boylover.net and Little Boy Lover Forum. Farrill’s complete record is listed here.
Darrell Best, a 45 year old Washington DC Metro Police Department (MPD)
Officer and a local pastor, was arrested, 16 March 2015, and charged with one count of child pornography production and the sexual assault of two teenage girls, 16 and 17 years old, who attended God-A Second Chance Ministry Church, where Best was a pastor. He was sentenced, 26 February 2016, to 18 years in jail. Best’s fiancée found pictures of child sex abuse and law enforcement was alerted. Best had assaulted one of the girls in DC police headquarters’ office. The other girl was assaulted at church. He was armed and wearing his badge at the time. Metro PD suspended Best without pay during the investigation. He was held without bond pending sentencing. Best had been an MPD Officer for 25 years.
Dustin Hensley, a 30 year old Sheriff’s Deputy in Clark County Ohio, was
arrested, 16 July 2014, and sentenced, 16 January 2014, to 25 years in jail for producing, distributing, and possessing child pornography.
Hensley had been, for years, routinely sexually abusing boys, as young as 13 years old, including a boy, who was in his care and custody. He produced and distributed the sex abuse of the children in pedophile networks on-line.
William Wray, a 26 year old South Dakota, Pennington County Sheriff’s
Deputy, was arrested, January 2011, and sentenced, September 2011, to 30 years in jail for possession, manufacture and distribution of child pornography. An investigation into Wray was opened when a mother told the Sheriff that Wray had “inappropriate conduct” with her six year old son. Wray had showered with the boy, taken pictures of the boy’s penis and fondled the boy’s penis and anus. Wray told the boy to keep it a “secret.” The child told his mother. Investigators obtained a search warrant and discovered that Wray has as many as 17,000 child sex abuse images/videos. Wray, an Air Force veteran, was also an active volunteer with Big Brothers and Big Sisters.
Kenneth John Freeman, a 44 year old former Sheriff’s Deputy with Benton
County, Washington State, was arrested, May 2007, and sentenced, March 2009, to a 20-year state prison term concurrent with a 50-year federal jail sentence.
Freeman repeatedly raped his 10 year old daughter and distributed videos of the rapes in pedophile networks on-line becoming “one of the most widely downloaded child pornography videos in recent years.” Freeman fled to China and was finally arrested in Hong Kong and extradited to America. When Freeman’s daughter, then a teenager, did an interview on “America’s Most Wanted,” the National Center for Missing and Exploited Children was able to identify a well-known child rape series to that of Freeman’s daughter. Freeman was on the US Marshals 15 most wanted fugitives list. Investigators said “Kenneth Freeman distinguishes himself as one of the most heinous and despicable pedophiles ICE has ever encountered.”
Steven Lowe, a 41 year old Lt.with the Wisconsin Rapids Police Department,
was arrested, 31 July 2013, on child sex abuse charges. Lowe was under investigation when he was found dead, 12 August 2013, in an apparent suicide. He had been posting as a teenage girl online to get teenage boys to send him nude pictures. He used a nail gun to inflict fatal wounds upon himself. The police department had allowed him to resign.
Philip H. Wentzel, a 41 year old Sergeant with Milwaukee County Sheriff’s
office in Wisconsin was arrested, May 2012, indicted on nine counts of child sex abuse charges and sentenced, December 2012, to forty years in federal prison. Wentzel had been producing child pornography for at least two years. He drugged and molested girls, often in his camper that he kept at a local campground, and produced child pornography which he advertised on-line: “Girls I have to share range from 6–14. I work only now on ‘you show me yours, I’ll show you mine’ basis.” Investigators identified at least seven victims from the images of children “sleeping and/or drugged” and a “prepubescent girl sleeping on a sofa, a male’s hand has pulled down the girl’s pajamas and underwear.” One of the girls identified had “became quiet in the past year and missed a lot of school” and “had finger bruises on her arm.” Another girl, with epilepsy, was the friend of his daughter whom he drugged and raped while the child was on a sleep-over. Wentzel had been “the public face” of the Milwaukee County Sheriff’s Department as their public information officer for years.
Robert V. Melton, a 59 year old Corporal Corrections Deputy for Bradford
County Florida, was arrested, January 2014, and charged with 11 counts of child pornography possession and one charge of promoting sexual performance by a child. He was sentenced, 14 October 2014, to 60 years in jail. The Florida Department of Children and Families received a tip that Melton was sexually abusing a child under the age of 12. Investigators obtained a search warrant for Melton’s home and property and discovered child pornography.
Matt Blair, Chief Deputy in McMinn Country Tennessee, received child sex
abuse images, February 2014, while he was in training at the FBI Academy from Terry Lynn Hayes, who was drugging and raping 14, 15 and 16 year old girls and filming the abuse for child pornograpy production. Hayes pleaded guilty, February 2014, to transporting child pornography and giving cocaine to a minor. Eight additional charges of providing cocaine, hydrocodone, Xanax and other drugs to minors were dropped in a plea deal. Hayes was sentenced, March 2015, to six years in jail. Blair was not charged, even though he failed to report the child pornography his close friend sent
him. No disciplinary actions were taken against Blair by the Sheriff’s office. Blair is the brother-in-law of Sheriff Joe Guy. The investigation into Hayes was triggered when a 14 year old girl was found, disoriented and bleeding. She required hospitalization and told investigators she had been raped. An 18 year old female accomplice of Hayes told investigators that she located young girls for Hayes. Blair had the keys to Hayes’ $500,000 waterfront home which has been used for Sheriff Command Staff meetings.
Matthew A. Lyons, a 21 year old Sheriff’s Deputy with Isle of Wight County,
Virginia, was arrested and indicted, March 2012, on reproducing and/or selling child pornography. He was sentenced, November 2012, to ten years in jail with all but 36 months suspended. Colleagues reported him after he had sent an email, from a Yahoo account in his name, on a common police computer, requesting child sex abuse images. The Sheriff immediately terminated Lyons and started an investigation. Lyons is a registered sex offender.
Michael Stavris, a 30 year old Sergeant with Bunnell Police Department in
Florida, was arrested, March 2014, on child pornography charges. He was sentenced, 26 July 2016, to three years in jail followed by five years supervised release. Stavris was posing as his girlfriend’s 16 year old daughter on a fake Facebook account and asking teenage boys to send graphic sexual images including requests for images/videos of teenage boys masturbating and for boys to meet him behind a local school for oral sex. Stavris was relieved of duty without pay. He posted $125,000 bond and remained free on bail pending sentencing.
Patrick Andrew Frey, a 24 year old Conroe ISD Police Officer for the Oak
Ridge and Woodland College Park schools, was arrested, 28 May 2015, and charged with child pornography possession. He had pictures of a 17 year old boy on his cell phone and said he and another adult male had “engaged” in sexual activity with the 17 year old boy. It is not clear if the child was a student at the school where Frey was a police officer. He resigned his position in January 2015 after being questioned by the Montgomery County Sheriff’s Office. Frey was released on $23,000 bond. His next court date is scheduled for 11 June 2015.
Donald Glunt, a 57 year old Officer with Lynden Police Department, Washington State, was arrested, 25 April 2014, on charges of dealing and possession of depictions of minors engaged in sexually explicit conduct and viewing of depictions of a minor engaged in sexually explicit conduct. On 2 May 2014 he plead not guilty but later changed his plea to guilty. Glunt was sentenced, 1 September 2015, to nine months of house arrest.
Glunt had been trading nude images with a 16 year old girl in Texas on his police cell phone. Lynden Police conducted an internal investigation when they noticed Glunt was sending “an inordinate number of text messages.” Glunt also had pictures of local girls in his work locker. Outside his police duties, Glunt had volunteered as a co-training coordinator for a church-based anti-child sex trafficking nonprofit Hope4Justice and had been a volunteer firefighter for more than 20 years. He resigned from Lynden Police just prior to his arrest and receives his pension of more than $3,000 a month. Glunt had been on the force for 34 years. Glunt was free on $10,000 bail pending sentencing.
Noe Yanez, a 40 year old Officer of Long Beach California, was arrested, April 2012, and sentenced, February 2013, to eleven years for sex crimes against
girls. Long Beach Police Department fired Yanez after he pleaded guilty to felony child sex abuse from 2008 to 2012, including forcible rape, meeting a minor for lewd purposes, using a minor for sex acts, possession of child pornography and two counts of false imprisonment by fraud of deceit.
Joseph P. Padgett, a 48 year old San Jose, California Police Officer, was arrested and charged, January 2011, with felony child porn possession. His bail was set at $75,000 and he originally remained in jail; however, local press reported it was “unclear” why Padgett was released, 27 February 2011, “on his own recognizance, despite arguments from King County prosecutors and concern from his former wife.” Padgett had “hundreds of images” of naked underage girls, adult men raping girls as young as four years old, bestiality, knives, guns and military weapons and “images of Padgett having sex with “many different women,” some of whom were handcuffed or attached to a large wooden crucifix.” In November 2013 Judge Jim Rogers dismissed all charges, without prejudice, claiming the search warrant was too vague. “It has been crystal clear in the State of Washington since 1992 that the term ‘child pornography’ is unconstitutionally vague and will not support a search warrant” said Judge Jim Rogers. King County prosecutor Dan Donohoe said he would file an appeal. Padgett had left the San Jose Police Department after he was charged with five misdemeanor invasion of privacy counts for filming himself having sex with various women. Padgett was caught when his wife discovered his child pornography collection and alerted police.
Richard Hastings, a 37 year old Officer with San Francisco Police
Department, was arrested, August 2013, and charged with 10 felony counts of child molestation and sodomy of a 15 year old boy, child pornography production of an eight year old boy and other related charges. San Francisco Police Department suspended him without pay. His hearing date was set for 5 December 2014.
Joshua Carrier, a 31 year old Colorado Springs Police Officer, was arrested,
11 May 2011, and charged with molesting 22 boys and 207 counts of child exploitation, child sexual assault and child pornography possession. He was sentenced, 22 February 2013, to 70 years to life in prison. He tried to masturbate the boys and had inserted his finger into his rectum of one boy claiming he was checking for appendicitis. Carrier volunteered at Horace Mann Middle School as a wrestling coach in 2009–2010 where he gained access to the boys and sexually abused them over a two year period. Colorado Springs Police suspended Carrier, without pay, upon his arrest. He was later terminated.
Jason Sutter, a 32 year old Deputy with the La Plata Sheriff’s Office in
Colorado, was arrested, 9 April 2013, and charged with child pornography possession. He pleaded guilty to a misdemeanor, sexual contact without consent, and was sentenced, 20 May 2014, to five years probation and an order of no contact with his wife and step-children. His wife said “He hid behind his badge very well.” The La Plata Sheriff terminated Sutter two weeks after his arrest. Sutter must register as a sex offender.
James Henry, a 37 year old Police Officer with Metro Police Department, Las Vegas, was arrested, 22 October 2014, and charged with ten counts of child pornography possession.
In a deal he pleaded guilty, 10 December 2014, to one count of possessing a visual presentation depicting sexual conduct of a child. In exchange for the plea, Clark County District Attorney agreed not to refer the case for federal prosecution. Henry was sentenced, 13 April 2015, to four years probation which he will served under house arrest. Henry had been on Metro Police force for 12 years. Metro PD placed him on paid administrative leave when they learned of the investigation. Google had notified the National Center for Missing and Exploited Children after Henry uploaded child pornography on Google Cloud. Henry admitted to investigators he had been trading in child sex abuse and said he found images of boys and girls “captivating and titillating.” Henry must register as a sex offender for life.
Herbert Eugene Miller, a 45 year old Police Officer in Greeneville
Tennessee, was arrested, August 2013, and sentenced, 10 February 2014, to three years for child pornography possession. Miller was trading in child rape while on patrol in his police car. A fellow officer noticed the web searches and alerted a supervisor. Miller was using key words such as “fifth grade girls,” “naked middle school girls,” “prepubescent females,” “young puffy nipples” and “hot high school girls naked” and down-loaded “thousands” of images including prepubescent girls being raped by adult males.
Andrew W. Nielsen, a 49 year old Officer with East Hartford, Connecticut
Police Department for 24 years, was arrested, November 2012, for child pornography possession and sentenced, August 2014, to two years in jail. Nielsen was caught by Project Spade, a US Postal Inspection Service and Toronto Police joint investigation, when his credit card appeared on the billing records of the company that produced child sex abuse. In six months he ordered 49 DVDs of child sex abuse paying $1,173. The DVDs included 12,765 images/41 hours of videos. Nielsen is a registered sex offender.
Dustin D. Morris, a 41 year old Officer with Kingman, Kansas Police Officer,
was arrested, January 2014, for soliciting sexual exploitation of a child, possessing visual depiction of a child under 18 years of age and distributing visual depiction of a child under 18 years of age. He was charged with ten felony counts of child pornography related charges was sentenced to 60 days in jail and 5.6 years probation.
Paul Manganelli, a 48 year old Waltham, Massachusetts Police Officer, was
arrested, March 2013, on child pornography charges and sentenced, 22 July 2014, to 5 years in prison. Manganelli shared images of a “naked prepubescent female, restrained by ropes around her legs and/or wrists.” In one email Manganelli said, “I absolutely love little girls ages 7 to 11. Such a great age… I am trying to organize everything and stay private at the same time. Jason Lee Villasana, a 36 year old Police Officer in Sabinal Texas, was arrested, 18 December 2013, pleaded guilty and was sentenced, March 2014, to 15 years in federal prison on child pornography charges. Investigators recovered over 1,500 images and videos of child sex abuse that he had been storing inside a wall at his home. In addition to distribution he was also producing his own child pornography of the sexual abuse of children.
Villasana came under investigation when the National Center for Missing and Exploited Children alerted the Texas Attorney General of child porn downloads linked to Villasana’s IP address. Villasana remained in custody pending sentencing.
Jeremy Rose, a 37 year old Officer with Tremonton Utah Police Department
was arrested, June 2013, and charged with 15 offenses including with nine counts of sexual exploitation of a minor, obstruction of justice, and stalking. He was sentenced, November 2014, to 9 months in jail and 36 months probation. Rose had “thousands of photos of a teenage girl” on his home and police computer. He had coerced a 15 year old girl to produce child pornography for him and also hidden a camera in her bedroom. Rose set up fake email accounts and links to a bogus online company where he told the girl he was selling the photos. Rose’s wife informed investigators after he confessed to her.
Alex Robinson, a 51 year old retired Sergeant of Wichita Kansas Police
Officer who was also a school safety supervisor, was arrested, March 2014, for two counts of aggravated criminal sodomy and three counts of aggravated indecent liberties of three children between the ages of 11–13 years old. He was also found guilty of similar charges in Colorado. He was sentenced, April 2016, in Colorado to 16 years in jail. Robinson failed to show up for his 7 July 2015 trial in Kansas because he was in custody in Colorado. He has not yet been sentenced in Kansas. Robinson was arrested when a young man came forward detailing the assaults that occurred when he was a child. Robinson would tell the mother of the then child under 14 years old, that he was taking they boy to basketball games. Although the statute of limitation had expired, Captain Brent Allred said qualifiers could be met allowing charges to be filed. Robinson received an award from President George W. Bush for some 17,000 volunteer hours with the Boys and Girls Club.
Terry White, a 63 year old retired Deputy Sheriff of Pima County Arizona,
was arrested, 2012, and charged with sexual exploitation of a minor and child pornography possession.
White pleaded guilty in exchange for a 42 month sentence.
Douglas Bruce L’Heureux, a 56 year old retired Lieutenant formerly with
Martin County Sheriff in Florida, was arrested, May 2013, on 97 counts of child pornography possession. L’Heureux was sentenced, January 2014, to 25 years in jail. Upon his arrest, L’Heureux had thousands of images of child sex abuse of children ages 9 to 12. He had been trading in child rape since at least 1992. L’Heureux is a registered sex offender.
Michael Grennier, a 51 year old retired Police Captain of South Plainfield,
New Jersey, was arrested, February 2013, on child pornography charges. He pleaded guilty to one count of child porn production, February 2013, and remained in custody until he was sentenced, November 2014, to 20 years in jail. He paid a teenage girl to live-stream sex and masturbate him. He also paid $500 each for two teenagers to have sex with him in a hotel room which he videoed. Grennier was twice named Officer of the Year.
Scott Whitcomb, a 48 year old former police officer, at the time of his
arrest a Drug Enforcement Agent, was arrested, December 2011, on child pornography production charges. He was sentenced, July 2011, to 25 years in jail. Whitcomb had been producing and distributing sex abuse of boys under sixteen years old since 2007. He lured boys to his house with video games and porn magazines and would turn violent if the boys didn’t submit to the sex abuse. He had been an Air Marshal and a prison guard.
Chris Wilbanks, a Sergeant with Spartanburg County Sheriff’s Department in South Carolina, was arrested, 3 February 2017, on child
pornography related charges. He was denied bond and is being held in custody pending his next court date.
Wilbanks on-line name on the social media application Kik “Redneck Rick.” He pretended to be a 14-year-old boy and coerced and threatened an 11-year-old girl to produce child pornography for him. The Sheriff’s Office terminated Wilbanks upon his arrest. He had been an employee for 18 years.
Joseph Roush, a 35 year old West Virginia Corrections Center Officer, was arrested on child pornography charges. He pleaded guilty and was sentenced, 19 September 2011, to nearly 4 years in prison.
Leon Perry Brooks, a 39 year old Corrections Officer for Jacksonville,
Florida Sheriff’s Office was arrested, January 2013, on child pornography charges and sentenced, 31 March 2015, to nearly two years in jail followed by five years of supervised release. Brooks was trading in pre-teen hard core (PTHC) the brutal rape and torture of small children, including files called called “pthc- freaky latin parents and 5yr daughter.mpg” and “video-8yr orgasm and anal fuck hard ! new ! (ptch) 2007 new girl img. He is a registered sex offender.
Gerald Silva, a 59 year old Rhode Island State Probation Officer with the Sex Offender Unit, was arrested, September 2012, on seven child pornography charges and sentenced, July 2014, to six years in jail followed by 15 years of supervised release.
Stuart Forrest, 62 year old Chief Probation Officer of San Mateo County,
California, was arrested, December 2012, on child pornography charges. He was sentenced, September 2013, to 10 months in jail followed by 10 years of supervised release. He must register as life-time sex offender. Forrest was trading in child rape that included young boys held in bondage and abused.
Larry Franco, a 56 year old Supervisor of Adult Probation and Parole and Sex
Offender Unit in New Mexico, was arrested, June 2011, and charged with multiple child pornography related charges — in total 29 charges. He pleaded guilty, 27 April 2012, and was sentenced, October 2012, to 8 years in prison followed by 10 years of supervised release and must register as a sex offender.
James Leone, a 50 year old Senior Parole Official in New York who
supervised officers who monitored paroled sex offenders, was arrested, September 2012, and charged with child pornography possession. He was sentenced, 16 May 2014, to 2.5 years in jail followed by 5 years of supervised release. Leone was trading in pre-teen hard-core (PTHC) which is the brutal rape and torture of very small children and ten/twelve year old girls being sexually abused by their parents and a brother. Leone was a Child Abuse Investigator with New York City Child Welfare Bureau before he became a parole officer.
Timothy Alan Palinski, a 43 year old Sergeant with Astatula Police
Department in Florida and also a Club Scout leader, was arrested and charged, 12 April 2017, with sexual battery of a child under 12 years old whom he had been abusing since the boy was seven years old. Palinski was placed on unpaid leave and is being held without bond.
Barry Porter Griffith, a 45 year old Parole Officer from Flint Texas, was sentenced, 6 November 2013, to 3.5 years in jail for possession of child pornography. Griffith was trading in child rape from his work computers.
James Kriegner, a 43 year old Corrections Officer with Mercer County, New
Jersey, was arrested, February 2014, on multiple child pornography and child sex abuse related charges.
Kriegner pleaded guilty, 9 June 2014, and was sentenced to 6–15 years in prison followed by 5 years of supervised release. Krienger was raping his 15 year old niece. He is a registered sex offender.
Linwood Barnhill, a 47 year old Washington DC Metro PD Officer, pleaded guilty to two counts of pandering a minor and one of count child pornography
possession. He was sentenced, October 2014, to seven years in jail. He was “pimping” teenage girls from his apartment when authorities searching for a missing 16 year girl found this girl in Barnhill’s apartment. He advertised the children on Backpages.com for $50-$80. A different 15 year old had been picked up by Barnhill at a bus-stop. Barnhill asked her to “escort” for him. “The defendant informed [the girl] that he plans bachelor parties and has ‘tons’ of girls. [The girl] stated the defendant told her that her young age was not a problem because he had other minors who worked for him.”
Michael Malloy, a 34 year old US Capitol Police Sergeant at the time of his 2006 arrest, was sentenced, May 2009, to 15 years in jail followed by five years of supervised release for the sexual exploitation of a 14-year-old girl for the purpose of creating child pornography. His friend, Aaron Burroughs, a Bowie High School assistant football coach, had trafficked the teenage girl for Sgt. Malloy and other men. Burroughs was also charged with child sex abuse and trafficking. Takoma Park police found Burroughs in parked car with the girl performing oral sex. The teenager said she had worked as a prostitute for Burroughs and that Malloy and Burroughs recorded sex with her in Malloy’s home.
Daniel Sayer, a 59 year old Captain with New York’s auxiliary police, was
arrested, February 2012, on child pornography charges. Sayer pleaded guilty, in a plea deal, to two felony counts and was sentenced, to two, one year concurrent sentences; a one year jail term. He had a “massive” collection of images of the sex abuse of boys under 16 years old. His landlord contacted authorities after seeing child porn in Sayer’s moving boxes. Sayer owned and operated a youth sports program, from 1972–1998, called Dan’s Cougars Children’s Sports Club. He received an award from President Obama for his service. He is now a registered sex offender.
What Can You Do?
Do you want police officers in your town/city/state masturbating to the rape and torture of children? Are you comfortable knowing your tax dollars are helping to fund these crimes because too many police are trading in child rape while on duty?
Demand action. Request a meeting with your state and US senators and representatives. Print out this article. Bring it to the meeting and ask for legislation that would require all police in your town/city/state to under go random electronic searches of their work and home electronics, including cell phones, by law enforcement outside their jurisdiction.
No more code of silence for law enforcement officers who trade in child rape. No child pornography should ever be traded on police computers and patrol cars. Demand an end to the trade in child rape by law enforcement.
